The scoring criteria for the four policy types were developed in consultation with the PETS Policy Advisory Committee and were informed by model policy language developed by ChangeLab Solutions, Public Health Law Center, and Americans for Nonsmokers' Rights.
The following Model Policies served as guides for developing scoring criteria to assess the relative strength of policies:
